William (Bill) Scarborough is a Tax/SEC Director at Hancock Askew and joined the firm’s Savannah office in January 2023. Bill recently retired from the United States Securities and Exchange Commission (SEC) after a 30-year career. Bill has extensive experience in U.S. GAAP and financial reporting, SEC reporting and enforcement, forensic accounting, litigation support, and taxation.
During his 30 years with the SEC, Bill received six Director awards, the Chairman’s award for Excellence, and multiple Special Act awards for outstanding work on financial fraud investigations. Most recently, he served as Associate Chief Accountant in the SEC’s Division of Enforcement. Previously, Bill was assistant chief accountant in the SEC’s Division of Corporation Finance. Before joining the SEC, Bill was a senior tax manager in an international accounting firm in Atlanta.
Bill has earned several certifications including Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, Certified Management Accountant, Certified Global Management Accountant, Certified Valuation Analyst, and IRS Enrolled Agent. He is a member of the American Institute of Certified Public Accountants, American Bar Association, Georgia Society of Certified Public Accountants, Association of Certified Fraud Examiners, Institute of Internal Auditors, Institute of Management Accountants, and the National Association of Certified Valuation Analysts
Bill received a B.B.A. in Accounting and Marketing-Management from Armstrong State University, a Master of Taxation and Master of Professional Accountancy from Georgia State University graduating summa cum laude, and a law degree from the University of the District of Columbia David A. Clarke School of Law graduating magna cum laude. Bill also has recently completed tax courses in law school and the LLM Tax program at Georgetown Law School. He is the recipient of the 2013 Notable Alumni Award from Armstrong State University.
